Incentives
Hamden offers a variety of incentive programs, available to essentially any business located in the community. These include: Building Permit Fee Waivers Most businesses throughout Hamden that newly construct or make improvement to real property can receive local building permit fee waivers of up to 100%. These waivers do not apply to HVAC, plumbing and electrical permits.

Down-Payment Assistance Program
Loans are offered for the purchase of commercial and mixed-use properties in all areas of Hamden. The maximum loan is $50,000 and can be used for down-payment and/or related closing costs. Amortized for a 15-year period, the loan rate is prime plus one percentage point.
Micro Loan Program
Available in all areas of Hamden, the Town offers low interest loans of up to $50,000 for the purchase of machinery and equipment, interior and/or exterior renovations and property improvements. Interest rates for loans up to a maximum of 5 years (60 months) will float based on the Wall Street Journal prime rate.
Property Improvement Grants
The town offers direct grants to businesses for property improvements for commercial, retail, office, manufacturing, storage, warehousing and distribution development throughout all areas of Hamden. Property improvements include all site work including paving, curbing, landscaping, fencing, utilities and drainage, as well as fixed improvements to buildings such as structural, electrical, mechanical, HVAC and telecommunication improvements.
Commercial Rehabilitation Program
This program assists business owners with the rehabilitation of commercial or industrial buildings. Qualified applicants may receive up to $7,500 in assistance, including up to $1,500 in grant assistance for the purchase or repair of signs. State Enterprise & Railroad Depot Zone Significant tax abatements are available to manufacturers, warehousing and distribution companies, and certain service businesses locating to, or expanding in, Hamden's Enterprise Zone if they make real improvements that increase the property's assessed value. These abatements include: A maximum of a five-year, 80% abatement of local property taxes on qualifying real and personal property subject to the property being "new to the grand list" Up to a ten-year, 25% credit on that portion of the state's corporation business tax that is directly attributable to a business expansion or renovation project as determined by the CT Commissioner of Revenue Services Tax Assessment Deferrals Businesses that either newly construct or rehabilitate properties not eligible for incentives under the State's Enterprise, Railroad Depot Zone or Urban Jobs Programs may be eligible for a deferral of assessment increases. Tax benefits may be offered for Real and/or Personal Property for up a seven-year period. The minimum investment by a business is $25,000 - $50,000.
